Parking Ticket

Hi,

I recently found the following on my dashboard when I was in Romania. I'm not sure why the ticket was issued as there cars parked everywhere on the street and there were no signs indicating no parking was allowed (e.g. p with red line through it, double yellow lines).

The ticket doesn't contain any information about where to pay or why, as far as I can tell, however my Romanian is not very good.

I've attached a photo of the ticket. There are no details on it about what needs to be done next.

Can you please advise what I should do?
